As the Compliance Manager of Dorchester Management, Handberry oversees federal, state and municipal compliance of all the various housing programs within the company’s portfolio. She performs this function by working with the site staff, conducting internal audits to test properties adherence to company policies and procedures as well as federal and state rules and regulations. She also keeps abreast of changes and updates mandated by HUD and the IRS, and funnel the changes and updates through to the site level.


Prior to joining Dorchester Management, Handberry served as Compliance Specialist with H. J. Russell & Company. While at H. J. Russell, she prepared owner’s responses for HUD Section 8 Management and Occupancy Reviews (MORs) and Low Income Housing Tax Credit (LIHTC) audits. She performed on-site audits for compliance for Section 8, Tax Credit, Public Housing, and Section 236 programs, assisted property managers and staff with compliance questions, implemented policies and procedures for the various programs, conducted internal training, and processed Affirmative Fair Housing Marketing Plans for individual sites.


Handberry spent several years as Compliance Specialist/Field Office Asset Manager (FOAM) for the Atlanta Housing Authority, and Decatur Housing Authority, under the direction of National Housing Compliance, Inc. previously known as Georgia HAP Administrators. While at the Housing Authorities, Handberrry conducted Management and Occupancy Reviews (MORs) for numerous sites; which included overview and evaluation of day to day operations of HUD Section 8 properties. Also, she assisted in follow-up on any Exigent and Safety deficiencies, when cited during REAC inspections.


Theresa has 30 years of experience in property management, and during the early years, she managed several affordable housing communities, ranging from 100 to over 700 units, during which time she developed a passion for compliance.


Theresa holds several industry designations/certifications; including Housing Credit Certified Professional (HCCP), certified Occupancy Specialist (COS), Certified Manager of Housing (CMH), and Georgia Department of Community Affairs Low-Income Tax Credit Certified.


Theresa earned a Bachelor of Science in Home Economics from Georgia Southern University.
