Toni Kelly-Gilbert brings over 26 years of experience in the multifamily affordable and conventional housing industry to Dorchester Management, LLC. Toni has extensive expertise in affordable and conventional property management, including experience working with HUD PBRA/Section 8, Bond, Home, Rural Development, Public Housing and Tax Credit.

As Regional Manager, Toni’s responsibilities at Dorchester Management include ensuring the highest standards for meeting and exceeding customer expectations, reviewing site practices for compliance with an array of HUD, Section 42 & Bond program requirements, managing financial optimization for all sites managed, implementing programs to maintain all physical assets in an attractive, safe and secure manner, and recruiting top notch candidate for all onsite positions.

Prior to joining Dorchester Management, Toni was a Regional Manager at Lincoln Properties, where she successfully managed several tax credit, as well as rehab and new construction communities. Previously, Toni held positions as District Manager at IMS Management, and Compliance Manager at Signature Management.

Toni holds many designations widely respected in our industry, including the Housing Credit Compliance Professional (HCCP), Apartment Residential Manager (ARM), National Compliance Professional (NCP), and she is currently a Certified Property Manager (CPM) candidate with IREM.

Toni’s conventional property management experience includes formatting marketing plans, setting up lease up schedules and implementing budget controls. These skills contributed to her acquiring the Property of the Year award at one of her previous positions.

Toni studied Business Administration at Riverside College where she discovered her passion for property management, and is active in the Atlanta community with various causes related to children.
